New York's safety divide does not follow borough lines so much as precinct lines. Some of the safest enclaves and some of the highest-complaint districts sit within a few miles of each other, so the address matters far more than the borough name on the envelope.

Safest neighborhoods in New York
Lower-density, residential areas such as Battery Park City, the Upper East Side, Forest Hills, Bay Ridge, and much of Staten Island's south shore tend to earn the strongest grades, with low violent crime and modest property numbers for their size.
